We’re currently looking for a high caliber professional to join our team as AVP, Information Security Officer (ISO), Markets, Taiwan - Hybrid (Internal Job Title: ISO Lead Analyst - C13) based in Taipei, Taiwan.
The Chief Information Security Office (CISO) is home to deeply talented colleagues that work to ensure the safety of Citi's clients', our revenue, our employees and our proprietary data. We manage information security as one end-to end program – one with a clear mandate and accountability. Our mission is a program that is fully anchored to modern control and architectural frameworks, is fully aligned with the enterprise architecture of the firm and is deeply integrated into the sectors and functions.
This ISO role (Information Security Officer- Markets, Vice President), is an intermediate level position within Citi’s CISO (Chief Information Security Office) organization. This role is responsible for driving efforts to prevent, monitor and respond to Information Security breaches and cyber-attacks. The overall objective of this role is to ensure the execution of Information Security directives and control programs in alignment with Citi’s Information & Cybersecurity policy.
ISO will act as Cybersecurity subject matter experts for the Markets Business (including front office, operations & technology) for all Information security activities including but not limited to oversight and management of the IS/Cyber risks at the entity level as well as wider Citi/Global Markets business level.
The ISO will report directly to the Global Markets Senior ISO and work closely with the country management and overall CISO community of ISOs, Cybersecurity Architects, Cyber Risk Analysts, to oversee and monitor adherence with local IS/Cybersecurity laws & regulations, Citi IS/Cybersecurity Policy & Standards, manage risks & non-compliances and provide advisory on Information & Cybersecurity matters to stakeholders.
Responsibilities:
Act as a Trusted Security Advisor to business and technology teams, guiding them on IS/Cyber risks.
Appropriately assess risks when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients and assets.
Drive compliance with applicable Information & Cybersecurity laws, rules and regulations, adhering to relevant Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Serve as the local point of contact of all information security matters, including management, governance, compliance, and third-party risk management.
Manage local audit and regulatory engagements impacting CISO.
Drive country-specific control implementations or special programs, where deemed necessary based on risk assessments or local regulatory requirements.
Work with business & technology management to drive the information security program and govern risk management activities including CSRA (Cybersecurity Risk Appetite) reporting.
Work with the internal Applications Development function to facilitate improvements in both architectural and application security posture.
Provide strategic risk guidance for business and technology projects, including the evaluation and recommendation of security controls and corrective actions to mitigate/remediate risks.
Manage security incidents and events to protect corporate IT assets, including intellectual property, regulated data and the company's reputation.
Facilitate compliance with all Information Security policies, standards and regulations/directives as mandated by Global CISO Organization and regulators.
Perform Information Security Assessments across applications/business processes. Ensure non-compliant items are resolved through coordination with Business & Technology Management.
Communicate and interact periodically with employees, business and technology management to update on IS related programs, risks & controls, policies/standards.
Lead and facilitate internal investigations, root-cause analysis, and ensure necessary corrective & preventive measures are undertaken for information security incidents.
Deliver Information security awareness trainings to employees in accordance with local regulations and business needs.

Qualifications:
10+ years of relevant experience in Information & Cybersecurity space or related domains such as risk management, auditing, consulting & advisory services. Banking/Financial Services/Markets experience is an advantage.
One or more of IS/Cybersecurity industry standard certifications (e.g. CISA, CISSP, CISM, SANS GIAC, CEH, CRISC, CCSP, SSCP, CompTIA Security+ etc.) are mandatory.
Strong understanding of Information security domains with hands on experience of performing application security risk assessments covering controls such as Identity & Access Management, API Security, Cloud/SaaS Security, Cryptography, Sensitive Data protection, Audit Logging/Monitoring, Secure SDLC controls.
Sound knowledge of Network Security controls (including Firewalls, IDS/IPS) and Application Vulnerability Assessments/Source code & component vulnerability scanning related controls.
Good understanding of Markets Business and Applications such as such as trading platforms, order management systems, risk management systems, pricing engines etc. is an advantage.
Hold relevant professional certificates recognized by local authorities.
Sound knowledge of IS/Cybersecurity related local regulatory, and compliance requirements in the financial services industry and Securities & Futures Markets.
Understanding of policy compliance and how it relates to risk. Developing strategies to address any potential gaps between policy and current risk.
Extensive knowledge of information security risk assessment methodologies/industry standards.
Demonstrated ability to take ownership and follow up on issues.
Demonstrated ability to work in a team and to work well under pressure.
Advanced analytical and problem-solving skills.
Consistently demonstrates clear and concise written and verbal communication.
Proficient in interpreting and applying policies, standards and procedures.
Demonstrated ability to remain unbiased in a diverse working environment.
Ability to manage multiple tasks, changing priorities, work under pressure, meet tight deadlines.
Self-starter with ability to take the initiative and master new tasks quickly.
Methodical with attention to detail.
Proven influencing and relationship management skills.
Fluent written & spoken Chinese/Mandarin, English.
Local Securities industry experience is a big plus.
Bachelor’s degree/University degree or equivalent experience; Master’s degree preferred.
