The following position is to join our RTX Corporate, Enterprise Services Team:

The Construction Project Controls and Governance (PCG) lead is a member of the RTX Enterprise Real Estate Solutions Project Delivery (PD) leadership team and is accountable for development and execution of common project reporting, cost control, and schedule development and control across the PD program. The successful candidate will play an integral role in the development, deployment, and sustainment of an enterprise facilities infrastructure and construction project delivery program to include governance model, processes & playbooks, tools, reports, and enabling technology platform(s). The PCG lead will own key performance indicator (KPI) tracking and reporting the performance of the project delivery organization which includes internal RTX personnel as well as 3rd party project delivery service provider(s) and regularly report account health to RTX Real Estate Solutions leadership. Additionally, the PCG lead will maintain a strong relationship with internal RTX and 3rd party project delivery leads to ensure continuous improvement opportunities are identified and acted upon with speed.


What You Will do

  • Lead the development, deployment, and sustainment of PD processes, playbooks, reports, and templates and owns the Project Delivery portions of the overall ES Real Estate Solutions end-to-end (E2E) service model
  • Establish effective quality control program to ensure project cost, schedule, and risk management plans are consistent and that project data is reliable and accurate
  • In conjunction with 3rd party project delivery service provider and Enterprise Real Estate Solutions leadership; deploy and support common project delivery technology platform(s) across the RTX real estate portfolio
  • Define, measure, and report on 3rd party project delivery key performance indicators (KPIs) for both RTX and 3rd party provider(s) to ES Real Estate Solutions leadership
  • Leads the Project Controls team and directs the prioritization of efforts in partnership with 3rd party project controls lead(s)
  • Owns PD process training program and is accountable for the administration of training to new and developing support staff both internal and 3rd party
  • Owns technology roadmap for Project Delivery team in partnership with ES Real Estate Solutions Business Operations team
  • Leads the cost consultancy function and ensures resources are aligned to projects to deliver maximum effect and savings capture as well as capture of project spend data to support internal reporting on spending trends, cost per square foot by project and asset types.
  • Act as the overall Operations leader for the Project Delivery organization responsible for coordinating the execution of internal improvement initiatives, annual goal and improvement target setting, establishing and maintaining leadership team meeting and briefing cadences, coordinating the delivery of monthly department progress briefs to leadership
  • Act as CORE OS Champion for ERS Project Delivery embedding continuous improvement mindset in the organization and leading initiatives that provide measurable benefits to the project delivery program
  • In partnership with Strategic Sourcing, Procurement, and Legal; identifies master agreement opportunities and drives contract execution to improve cycle time and capture cost savings
  • Quickly and efficiently responds to ad hoc report requests and questions from ES Real Estate Solutions leadership team.

Qualifications You Must Have

  • This role typically requires a bachelors’ degree in Engineering, Construction Management, Architecture or related field and at least 12 years of related progressive experience in construction project/program management or related field or an advanced degree and 10 years of experience in the aforementioned fields
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
  • This position requires at least 10 years’ experience in managing large-scale facilities or real estate development and construction programs/projects; directing all phases of project management including procurement/contracting, initiation, planning, execution, monitoring, controlling and closeout phases of the project
  • Requires at least 10 years’ experience and in-depth knowledge of project financial terms and principles with the ability to analyze complex business/financial data and develop innovative solutions.
  • At least 10 years’ experience in a role that requires the ability to identify complex construction project risks, lead constructability reviews, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project risks for client and company
  • At least 10 years’ experience in a supervisory role managing and developing team members

Qualifications We Prefer:

  • Advanced degree in Engineering, Construction Management, Architecture and the ability to solve advanced problems and deal with a variety of options in complex situations.
  • LEED Accredited Professional (AP) in any discipline, PMI Project Management Professional (PMP) (US and/or Canada), Certified Construction Manager (CCM), Royal Institute of Chartered Surveyors (RICS/MRICS), AACE Certified Cost Professional (CCP), or equivalent
  • Ability to respond effectively to the most sensitive issues and make effective and persuasive presentations to employees, clients, top management and/or public groups.
  • Excellent analytical and quantitative skills with proven experience in identifying strategic opportunities and capture plans
  • Knowledge of Enterprise level software systems such as Workday, SAP as well as strong background with data visualization tools such as Power BI and/or Tableau
  • Previous experience as a Project Controls leader, leader of multi-discipline construction estimating and scheduling teams
  • Demonstrated experience and understanding of secure area design and construction requirements governed by IC Tech Spec ICD705 and NISPOM 32 CFR Part 117 as they related to project budgeting, scheduling, and risk management
  • Skilled construction project scheduler and aptitude with scheduling applications such as MS Project and Primavera P6 as well as in MS Office suite applications (Excel, PowerPoint, Word, Project, Access)

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
